Second Chance in Life for Juvenile Offenders in Manila

A landmark ordinance establishing a pilot program for the rehabilitation of juvenile delinquents and offenders has been passed by the 12th City Council of Manila.

At a regular session held on 23 May 2023, presided by Vice Mayor John Marvin “Yul Servo” C. Nieto, the Council approved on third reading Draft Ordinance 8406 entitled: An Ordinance Establishing a Pilot Program for the Intervention, Rehabilitation, and Training for Those Who Have Been Declared and Identified as Children in Conflict with the Law (CICL) in the City of Manila…

Authored by Councilor Dave Tan, the measure gives a second chance in life for juvenile offenders in the city, helping them pursue a better future–a life free from crime and delinquency, as stated in the ordinance’s explanatory note. The ordinance aims to rehabilitate these young individuals who lost their way, but are still capable of becoming productive citizens.

The pilot program will be implemented by the City Government, under the leadership of Mayor Maria Sheilah “Honey” H. Lacuna-Pangan, through the Manila Department of Social Welfare.

The interventions will not be limited to education, but will instead involve a holistic approach in rehabilitating CICLs, including skills development and creation of employment opportunities.
