Enhancing Tri-Wheel Records Management in Manila

The Manila City Council unanimously approved Thursday, 7 September 2023, a resolution aimed at improving the Manila Traffic and Parking Bureau’s management of its records of tri-wheel transportation in the City of Manila. 

Authored by 2nd District Councilor Numero “Uno” Lim, the resolution directs the Bureau to make a complete list of all tri-wheel operators and drivers’ associations in the city, together with pertinent details such as membership rosters and tri-wheel license and body numbers, in order to facilitate their regulation and the collection of registration fees. It further instructs the Bureau to submit a report to the council within 60 days from the resolution’s approval.

Ang resolusyon pong ito ay base sa hearing ng Committee ng Transportation, kung saan nakita namin ang lapses sa kasalukuyang list of members ng mga TODA. At the same time, nakita po natin ang discrepancies tulad ng Route Measure Capacity: kunwari eh 100, pero ang binayaran lang po nila eh nasa 40 o 50 lamang. Saan po napupunta ang mga kulang o nawawala? (This resolution is based on a hearing conducted by the Committee on Transportation, where we saw errors in the current list of TODA members. At the same time, we saw discrepancies in Route Measure Capacities: For example, for a capacity of 100 vehicles, only 40 or 50 was paid for. Where did the deficit go?)”, said Lim, who authored seven of the resolutions passed by the Council that day.

“₱568 po ang binabayaran nilang registration fees bilang miyembro ng TODA, pero hindi po natin alam kung ilan pa ang hindi nagbabayad. Ang resolusyon pong ito ay maglalagay lang sa tama sa mga kababayan nating namamasada. (They are supposed to pay ₱568 each in registration fees as TODA members, but we don’t know how many of them have not paid. This resolution will only put  TODA members in their proper places)”, he added.

The resolution recognizes tri-wheel transport services as an essential component of the city’s growing economy, and is expected to lessen the presence of “colorum” (unregistered) tricycles and pedicabs on the streets of Manila.
