The 12th City Council of Manila, during its 25 January 2024 regular session, congratulated Manila Police District (MPD) Director Arnold Thomas Ibay on his recent promotion to a star rank as Police Brigadier General.
A true Manileño and a member of Philippine National Police Academy Class of 1996, Ibay once served as precinct and station commander at the MPD, before eventually becoming its Director in October 2023, replacing Brig. Gen. Andre Dizon. He also held positions at the regional level, such as Criminal Investigation and Detection Group – NCR chief.
Ibay received his new rank during an oath-taking ceremony presided over by Philippine National Police chief Gen. Benjamin Acorda Jr. on 22 January at Camp Crame in Quezon City.
“…Ibay’s commitment to public service, exemplified by his extensive experience in various key positions within the (PNP), has been instrumental in maintaining peace and order in the community”, noted the congratulatory resolution authored by Second District Councilor Numero “Uno” Lim. “(H)is leadership, integrity, and dedication have earned him the respect and admiration of his peers, subordinates, and the community at large…”, the resolution added.
